Thomas, 35, a Pennsylvania financial services worker, got hooked on DraftKings and FanDuel during the pandemic. Racked up $75,000 in debt. Filed for bankruptcy in late 2023. Self-excluded from both platforms. Was debt-free and done.

Then he saw a Kalshi ad on Instagram offering a $20 cash bonus for the first $10 spent.

"Betting $10 became a couple hundred, and that became a couple hundred more, then thousands more," Thomas said. "And before long I was more than $25,000 in the red."

This story lands directly on top of the CFTC's crackdown on misleading promotional programs, the $20 bonus for the first $10 spent is exactly the kind of incentive the CFTC flagged in its August advisory. Interesting timing, right?

It also lands on top of the NYC Council investigation into marketing practices targeting young people. And, it lands on top of the 79% of users who lost money study. And it lands on top of the Texas Medical Association's push for a minimum age of 21.

Odd. hmmm.

Caesars and MGM told the Global Gaming Expo they will not enter prediction markets. Caesars CEO Tom Reeg and MGM CEO Bill Hornbuckle both cited the risk to their gaming licenses. Nevada regulators told MGM directly that entering prediction markets could affect its licensing in the state.

In Arizona, at least one company already lost a sports betting-related license after moving into prediction markets. Hornbuckle questioned why prediction market platforms accept traders as young as 18 when casino and sportsbook minimums are 21. Reeg noted that Kalshi listed a contract on whether Caesars would be acquired this year, and that he probably could have bought it, because the platform's rules didn't bar him.

Meanwhile Kalshi handled more than $6 billion in combined volume over a single weekend.

The University of Kentucky's 2026 Ford Public Policy Lecture will focus entirely on prediction markets, featuring Robin Hanson, the George Mason professor considered the intellectual pioneer of prediction markets, who first wrote about them in 1988.

The panel will include state legislative experts and law professors addressing regulation, manipulation, and democracy. Coming the week before the 2026 midterm elections, the timing is deliberate.

When a major public policy lecture series at a flagship state university dedicates its annual program to prediction markets, the conversation has officially moved from fintech novelty to genuine policy question.
